Your telegram 10.502. Asks for my comments on Hongkong

telegram No.150 to Colonial Office.

I think idea is good, but initiative should be taken by private charity organisations as in Shanghai and Nanking. They should first in conjunction with Kiangtung provincial authorities

decide on a suitable site and then approach Japanese Government (through Japanese Consul General at Hongkong or others) for its recognition as a sanctuary zone. They should, I suggest, endeavour

to get provincial Government (on whom responsibility primarily rests) to accept liability (? for all).
